The law of increasing return is, primarily, strictly a concern of operation. It is the principle by which a given outlay may be brought to the greatest productivity. It applies at every link throughout the great chain that leads up to the actual transportation furnished, as well as at the ultimate point of service to the public. But at this point, in application of the law, there has been built up a great plant, which results in a large undistributable expense to be apportioned over the units of service performed. 12. This apportionment rests on the basis of use, since it cannot rest on the basis of cost, as there is no direct cost. This use must be determined from conditions outside the railroad's operation. It involves public and general economic questions. Thus are united into a most complicated problem, the two principles of highly differentiated values and highly differentiated costs.
