Providing adequate playground and recreational space for every school building, either on the ground or on the roof. 9. Increasing the ungraded rooms and special teachers sufficiently to care for from five to ten per cent of the school population, and providing " atypical schools " for all the mental defectives. 10. Beginning a vigorous campaign for the increasing of the custodial and proper supervisory care of these mental defectives so that this generation may be the last. 11. Encouraging by every known method the close co-operation between home and school, relative to the health and welfare of the children. But there are excellent safeguards thrown around children in industry which compare very favorably with the regulations of other states having a large industrial and foreign-born population. Briefly, the New York State law permits working papers for certain industries to be issued to a child who is 14 years of age and who has finished the eighth grade at school; and to a child who is 15 years of age who has finished the 6-2 grade.
