The international community still depends largely on two sourees of finance: voluntary contributions by national governments and funds borrowed in capital markets by the World Bank and other international financial institutions. The authors of this study argue that voluntary contributions and borrowing cannot be counted on to meet growing international financial requirements. They believe that new financing methods will be needed to cope with the worlds environmental problems and to help the developing countries raise the living standards of their people. After examining a wide range of possibilities, the authors select three für intensive analysis: taxes on trade and on certain other international transactions, charges on polluters of the marine environment, and revenues from the exploitation of nonliving ocean resourees. The various problems of establishing and managing these new sourees of revenue are explored in some depth. The authors conelude that a new, more powerful, international revenue system ean be ereated within the present international political order that is, in a world of sovereign nation states. They recognize, however, that governments may not yet be ready to act jointly to raise large amounts of money for internatipnal purposes. This study is therefore not so much a plan für immediate action as a means of helping concerned people in all parts of the world think concretely about the steps that may have to be taken if growing international financial needs are to be met. - - - Erstausgabe, EA 1.
