The Enlargement Act consolidated into the park the former Grand Canyon and Marble Canyon National Monuments, portions of the Kaibab National Forest and lake Mead National Recreation Area. This action unified the administration of thae portions of the canyon and thereby advanced the efficient and effective protect ion of its natural environment.

During the process leading up to the creation of the law, a Committee of Conference was convened to resolve differences in the House and Senate versions of Senate Bill 1296. The direction for preparing this reconnaissance study is found in the Joint Statement of that Committee of Conference of House and Senate members (report #93 A Conference Report and accompanying Joint Statement were submitted with the final version of Senate Bill 1296 for the President's signature on December 17, 1974.
