It now seems evident that environmental and other conditions are favor able rather frequently and that stem-rust losses are a matter that must be reckoned with in Kansas. It is, however, plainly evident, that the 1938 Kansas wheat crop was threatened with one cf the worst epidemics of stem rust in the history of the State.
