Development is the growth and changes with justice, proper utilization of natural resources, fair distribution of benefits among stakeholder . If Properly managed, It has a great contribution in enhancing The GDP of The Countries, could create a job opportunities for thousands of unemployment and also speed up infrastructural development as well as technological transformation. Equality and equity are the major components of development but mainly lacks especial attention and weight during the implementing the development schemes. In the contrary, the development at the cost of poor farmers and communities is equivalent to punishment.The Development schemes not owned by the communities could not be sustainable, causes for a lot of complaints,grievance, movement and at large becomes a big political issues.Hence,to solve the bottlenecks, the influential, the powerful authorities,key stakeholders and concerned bodies should open their ears to hear, eyes to see the problems and challenges connected to the Expansion and Outsourcing of Sugarcane production on farmers’ Land. The lesson is not only for the case of Ethiopia but also in courtiers having similar strategies.
