What is its philosophical significance? How did philanthropy come to acquire so much prestige-and charity come to seem so old-fashioned? Was this change contested? Does it matter? In The Philanthropic Revolution, Jeremy Beer argues that the historical displacement of charity by philanthropy represents a radical transformation of voluntary giving into a practice primarily intended to bring about social change. The consequences of this shift have included secularization, centralization, the bureaucratization of personal relations, and the devaluing of locality and place. Beer shows how the rise of "scientific charity" and the "new philanthropy" was neither wholly unchallenged nor entirely positive. He exposes the way modern philanthropy's roots are entangled with fear and loathing of the poor, anti-Catholic prejudice, militarism, messianic dreams, and the ideology of progress. And he reveals how a rejection of traditional charity has sometimes led philanthropy's proponents to champion objectionable social experiments, from the involuntary separation of thousands of children from their parents to the forced sterilizations of the eugenics movement. Beer's alternative history discloses that charity is uniquely associated with personalist goods that philanthropy largely excludes. Insofar as we value those goods, he concludes, we must look to inject the logic of charity into voluntary giving through the practice of a modified form of giving he calls "philanthrolocalism.".

Unlike other animals, Kant reminds us, people must decide how they will live their lives. They therefore ask for a guide to action, a set of principles-a theory. From the outset, Kant rejects the ancient claim that the practical possibilities of action cannot always be reconciled with moral demands. He offers his own moral theory, a theory starting out from the principle of the right as an unequivocal guide to action. In partial disagreement with the rival theories of Hobbes and Locke, he proposes that the only condition under which the individual can achieve true destiny as a person and a member of the human race is the civil state. Such a state can be secured only by law. Although "from such crooked wood as man is made of, nothing perfectly straight can be built," only the rule of law can bring about a stable society. Last, Kant turns to the relation between theory and practice in international relations. "Nowhere," he writes, "does human nature appear less lovable than in the relation of whole nations to each other." But to hope for world peace on the basis of "the so-called balance of power is a mere chimera." There is no other remedy to international lawlessness and war than an international coercive law, and such law can grow only out of sound theory. "I put my trust in theory. At the same time, I trust in the nature of things, and also take account of human nature, which I cannot, or will not, consider so steeped in evil that in the end reason should not triumph.".

In 1771, at the age of 65, he sat down to write his autobiography, "having emerged from the poverty and obscurity in which I was born and bred to a state of affluence and some degree of reputation in the world, and having gone so far through life with a considerable share of felicity." The result is a classic of American literature. On the eve of the tercentenary of Franklin's birth, the university he founded has selected the Autobiography for the Penn Reading Project. Each year, for the past fifteen years, the University of Pennsylvania has chosen a single work that the entire incoming class, and a large segment of the faculty and staff, read and discuss together. For this occasion the University of Pennsylvania Press will publish a special edition of Franklin's Autobiography, including a new preface by University president Amy Gutmann and an introduction by distinguished scholar Peter Conn. The volume will also include four short essays by noted Penn professors as well as a chronology of Franklin's life and the text of Franklin's Proposals Relating to the Education of Youth in Pennsylvania, a document resulting in the establishment of an institution of higher education that ultimately became the University of Pennsylvania. No area of human endeavor escaped Franklin's keen attentions. His ideas and values, as Amy Gutmann notes in her remarks, have shaped the modern University of Pennsylvania profoundly, "more profoundly than have the founders of any other major university of college in the United States."
