La Prusse aimait à se représenter comme la nation élue qui vengeait les souffrances endurées jadis par les populations germaniques sous la férule de la France révolutionnaire puis napoléonienne. Jusqu'en 1813, la Confédération du Rhin, création napoléonienne, avait rempli correctement son rôle d'allié militaire de NAPOLEON, et les états membres n'avaient pas plus mal ni mieux que d'autres appliqué le blocus continental. Ce n'est cependant à ce titre que la domination française a marqué, durablement, l'histoire de l'Allemagne. Elle a donné leur pleine souveraineté aux grands Etats du sud en accroissant considérablement leur force matérielle. Il faut, certes, renoncer à l'image d'une Confédération dont les États auraient été, partout, uniformément et profondément transformé sous l'influence de NAPOLEON. Il y eut des pays qui, dans le domaine des institutions et dans celui des structures sociales restèrent dans la situation qui était la leur à la fin du XVIII° siècle. Ce fut le cas, par exemple, des deux Mecklembourg et du Royaume de Saxe. Il n'empêche que dans la plupart des États « protégés » les souverains purent entreprendre ou poursuivre une politique de réformes aussi importante, quoique menée de façon différente, que celle que connut la Prusse. La politique napoléonienne de modernisation, qui, souvent, ne fut dictée que par le souci de permettre aux États de mieux satisfaire aux exigences de la politique impériale en matière militaire et financière, se traduisit par un effort vers la centralisation de l'administration, l'abolition des privilèges fiscaux, la sécularisation des biens d'Église, la remise en cause du système féodal, l'édification d'une société de libres propriétaires dans l'orbite du Code Civil français. Dans de nombreux domaines, cette politique aboutit à des transformations dont l'effet se fait encore sentir au XX° siècle. Presque tous les États ayant appartenu à la Confédération du Rhin et à l'orbite française se dotèrent d'une constitution entre 1814 et 1832, ce qui ne fut pas le cas de l'Autriche et de la Prusse.
