Grundlage dieses Vergleichs ist zunächst eine Analyse der Sport- sowie Bildungssysteme beider Länder. Im späteren Vergleich sollen die Zielebene sowie die Inhaltsebene der curricularen Lehrpläne ausgewählter Bundesstaaten beziehungsweise Bundesländer einen Einblick in die theoretischen Inhalte des Sportunterrichtes geben. 'Der Schulsport ist ein unverzichtbarer Bestandteil umfassender Bildung und Erziehung' (Kultusministerkonferenz, 2005): so heißt es in Absatz 1 der gemeinsamen Erklärung der Präsidentin der Kultusministerkonferenz, des Präsidenten des DSB und des Vorsitzenden der Sportministerkonferenz aus dem Jahr 2005 und bezieht sich somit auf die zentrale Aufgabe des Schulsportes in Deutschland. Dieser bildet neben dem Vereinssport eine wichtige Säule zur sportlichen Entwicklung von Kindern und Jugendlichen und wird somit als wichtiger Übergang zum gesundheitsorientierten, breitensportlichen oder leistungsorientierten Sport angesehen.
