In August, 1880, the writer was ordered by the Navy to proceed to Sitka, Alaska, to relieve the current commander of the Navy sloop-of-war Jamestown, then stationed at Sitka. "At this time Alaska was absolutely without any form of local government, and was in a condition almost as free from the operation of civil law as the interior of Africa". Commander Glass became the sole authority to uphold civil law for the area, as had his predecessor, and writes of his experiences maintaining law and order in a primitive environment.
