Charles L. Heatherly (born June 6, 1942) is an American government official who was the acting administrator of the Small Business Administration (SBA) from 1986 to 1987 following the resignation of James C. Sanders. In 1981, Heatherly helped author and edit the Heritage Foundation publication entitled Mandate for Leadership which offers several policy recommendations intended to decrease the size and scope of the federal government. Subsequent versions of the Mandate have been published since then. Following his stint as the SBA, Heatherly returned to the Heritage Foundation and was the organization's Vice President for Academic Relations. Burton Yale Pines was a graduate of The University of Wisconsin, Madison, (Ph.D. in European History), TIME magazine correspondent in Hamburg, Bonn, Viet Nam and Chicago, editor in World and Nation section, TIME magazine, senior executive at The Heritage Foundation, president of BookNet cable tv channel, author of "Back to Basics," Out of Focus" and "America's Greatest Blunder", Freedom's Foundation Award recipient, 3-time recipient of the New York Newspaper Guild's "Page One Award. What made him most proud, Pines always answered: "Being a foot-soldier in the Reagan revolution." Mandate for Leadership is a series of books published by the Heritage Foundation, an American conservative think-tank based in Washington, D.C. They are intended to serve as guidelines for reducing the size and scope of the federal government through specific policy recommendations. The books have traditionally been released to coincide with an incoming U.S. presidential administration, starting with the Reagan administration in 1981. The latest edition was published in April 2023. In 1979, at a trustees' meeting of the Heritage Foundation, it was suggested by Jack Eckerd, former head of the General Services Administration under Gerald Ford, that the Foundation draw up a conservative plan of action for the next presidential administration in January 1981. Robert Krieble proposed that Heritage produce a manual to help policymakers "cut the size of government and manage it more effectively". The overall direction of the Heritage study was undertaken by Charles Heatherly, a former field director of the Intercollegiate Studies Institute. In late January 1980, Heatherly produced a five-page outline titled Mandate for Leadership. Heatherly explained that the purpose of the project was to present concrete proposals to "revitalize our economy, strengthen our national security and halt the centralization of power in the federal government". Both the Reagan and Carter campaigns were approached by Heritage to discuss the project. However, they only received a reply from the Reagan-Bush campaign, and in July 1980, Reagan aide Edwin Meese was a surprise guest at a dinner held by Heritage for the project's team chairmen and co-chairmen. There, Meese gave the Heritage study his blessing, which was seen as a sign of the Reagan administration's receptiveness to the project. In 1984, Heritage released Mandate for Leadership II: Continuing the Conservative Revolution. The study featured 1,300 recommendations from 150 contributors, and continued the original Mandate's aim of reforming the federal government and strengthening U.S. defenses. Heritage published its third manual for an incoming administration in 1988, titled Mandate for Leadership III: Policy Strategies for the 1990s. This edition was edited by Charles Heatherly and Burt Pines. Among the contributors to the III volume were Marshall Breger, Donald Devine, Richard Pipes, Leon Aron, Nicholas Everstadt, Fred Ikle, Ray S. Cline, Alan Keyes, and William Schneider, Jr.

Physical description Vol. II: full sheep, no raised bands, gilt fillet to spine and rolled along board edges similar but not matching Vol. 1. Similar but not identical marbled endpapers. All edges marbled.** CONDITION: Overall, Good. Vol. I: Scuffing to exterior surfaces. Rear cover detached; front hinge fragile. The plates are generally clean and bright with minimal foxing, however area adjacent to text is browned, and animal-shaped browning appears across from the plates onto the text. Vol II: better condition, with brighter, less browned text. Spine labels worn away, scuffing to exterior edges and corners, loss of some gilt and exterior title labels. Interior is generally brighter, and mildly foxed, including plates. This may be a married set of books: however, matching bookplates of the noted collector Emmet Field Horine, M.D. of High Acres Brooks Kentucky appear in both books. Additionally, Volume I contains the earlier engraved bookplate and pencilled signature to the ffep. of Charles W. Ridgely. **Collector EMMET FIELDS HORINE (1885-1964) was a Kentucky cardiologist, bibliophile and philanthropist who donated much of his 20,000 item book collection to various institutions after his death. In addition, his family donated more than one thousand acres of land for scouting and wilderness enjoyment, becoming part of the Jefferson Memorial Forest. (Hartley, Courier-Journal, 7/17/2015.) **Collector CHARLES W. RIDGELY of Maryland (1801-1849) was the earliest owner of at least the first volume of this set. It is believed he may have been a Baltimore-area forebear of the more recent collector mentioned above, as Ridgely's mother's name was Mary Emmet.**Some of many beautiful full page intaglio prints in these volumes were produced by artist and engraver Frenchman CHARLES ALEXANDRE LESUEUR (1778-1846.) Lesueur was himself a full-fledged naturalist and explorer, having journeyed to "New Holland" (now Australia) with Napoleon's Baudin Expedition of 1801, upon which the artist aided in the collection and documentation of more than 100,00 natural history specimens. After a few decades in America, Lesueur returned to France with a large collection of fossils and other specimens, thereafter becoming curator of the Musée d'Histoire Naturelle du Havre. Other notable Philadelphia-area artists such as members of the Peale family were also involved. Baltimore-born Author JOHN DAVIDSON GODMAN, M.D. (1794-1830,) married the daughter of the artist Rembrandt Peale, and benefitted from the proximity of the taxidermy exhibits of the Peale's Philadelphia Museum for some of his natural history observations. (Ashworth, Lindahalldotorg). Godman also published a number of purely medical texts. His unique upbringing defines a questing, persistent intellect, as told in the Memoir of his life in his final book, Rambles of a Naturalist , (essays included in the present publication.) Godman was orphaned, losing his mother at two years old and his father by the age of 5. Thereafter he was cared for by an aunt, defrauded of his estate, and left to apprentice with a printer. His natural genius luckily attracted the attention of a series of patrons who encouraged his pursuit of medical study--but from boyhood he always had an understanding and passion to exceed even this path, determined at the age of eight to master Latin, Greek and French, all of which he achieved by self-study. Sturdy green cloth, top edges gilt, each volume contains illustrations with the original tissue-guards, the copyright pages contain various publishing dates but this is a matching set, all of the books are in excellent condition with minimal rubbing to the corners of the cloth, Volume 2 has a few small tan blemishes on the rear cover, Volume 3 has a short edge-tear on page 5 which does not affect the text, the flaws are minor, this is a very clean, attractive set.
