Sections follow on the proper system of property and land ownership and use, the structure of a working financial system, the internal trade of a state, the imposition of taxes, various kinds of luxury, and the ways in which a state finances itself. 'Auxiron's work is significant chiefly because of his analysis of the determinants of population capacity, and his treatment of the relation between population growth and the interoccupational and interclass movements and balance in society' (Spengler, French Predecessors of Malthus, p. 296). Auxiron stressed the importance of commerce in the attainment of maximum yield from the given land area of any country, allowing for specialisation through trading, thereby creating a wealth-induced population expansion which would be impossible in a closed economy. Son mérite principal est "d'avoir, contre les vues des physiocrates, décrit avec netteté la loi dite des rendements décroissants, annonçant Ricardo" (Sauvy). Considérant qu'il faut limiter l'accroissement de la population, il va jusqu'à favoriser le célibat : "c'est semble-t-il l'auteur français qui, avant Malthus, a été le plus loin dans cette voie" (Sauvy).
