This is actually the story of two victories denied: one to Nazi Germany; the other to Air Marshal Harris (whose authorized biography Saward wrote) and the crews of the Royal Air Force Bomber Command, frustrated by outdated images of war that denied them the resources to strike at the heart of the Reich. The first half of the book focuses on British timidity in the face of Germany's growing aggressiveness. It is marred by neglect of the economic and imperial constraints on Britain's policies during the interwar years, and by a simplistic treatment of the rise of National Socialism. In discussing the air war, Saward is better at describing the nature of Harris's campaign than at evaluating its results. At times this work becomes a polemical extension of Saward's `Bomber' Harris.
