King Saud founded the College of Petroleum and Minerals in September 1963 as part of a wider initiative to promote local technical and managerial skills in the oil and minerals sector. Its first intake consisted of 67 male students in 1964, and it conferred its first degrees to 4 recipients in 1971/2. It was upgraded to a University in 1975 when it expanded its offerings in science, engineering, technology, business, and management. Its Rector at this time was Dr Bakr Abdullah Bakr (appointed 1964). UPM published its Bulletin biennially. Issued soon after its elevation in status, this edition was edited and compiled in August 1976 by Associate Professor James R. Corey, with photography by Jack Bobillier. It contains general information, academic regulations, course details for applied engineering, engineering science, industrial management, and sciences, and list of Faculty members. The photos present a diverse range of views of university buildings and facilities, teaching, research and recreation. The plan shows the location of the academic campus, orientation and administration building, student dorms, faculty residences (north and south compounds), recreation centre, physical education complex, mosque, dining hall, stores and garages. UPM INTERNAL MEMO: 22x28cm, 1pp printed text, centre-fold. Addressed from Public Relations to all Department Heads and above, this announces the visit of the British Home Secretary on Tuesday 25 April 1978 at 10.30am. The programme includes reception by the Rector in the new Administration Building, meeting with the Rector in his office, a motor tour of the campus, visits to numerous buildings, and signing the visitors' book. The unnamed Home Secretary was Merlyn Rees. According to British FCO records, Rees was in Saudi Arabia to pay a return visit to his counterpart, Minister of the Interior Prince Naif bin Abdul Aziz Al Saud, who had "paid a successful official visit to the UK in 1977" (FCO 8/3820, p75).
