Pulitzer prize-winning editorial cartoonist with the "Chicago Tribune" (1903-45). Original signed ink drawing, 14½" X 17½", n.p., 1928. Very good. Slight edgewear and minor soiling. Labeled "In trying to arouse Congress, he's likely to arouse the neighbors" in McCutcheon's cursive across the lower margin, this single panel consists of a large, beer-bellied "politico" in suit and vest and bow tie (truly the image of a fat cat) at center, tilting back in his chair behind a desk labeled "Congress." He observes an agitated military figure to his left (with a cap labeled "Naval Officer"), who holds out a large sheet (labeled "Request for Naval Appropriation") and yells out "Strengthen the Navy! War is imminent!" To the Congressman's right is a window, and outside it stands the sketchy figure of a portly and well-dressed gentleman who clearly overheard the naval officer and is registering surprise and dismay (a large "? !" hovers above his head) -- the outline of the British flag on his vest tells us this is the allegorical figure of the United Kingdom.
