C4402-II. 318pp. The Royal Commission included the Prince of Wales among its members and was chaired by Henry Cardinal Manning. The commissioners had two lines of enquiry,: the serious overcrowding problem, especially in London and the ineffectiveness of existing housing legislation. The witnesses included medical men, clergymen, local administrators, managers of model dwellings and building societies, and prominent personalities such as Joseph Chamberlain, Lord Shaftesbury and Octavia Hill. Evidence suggested that in some areas there had been a substantial increase in overcrowding in the 1880s. According to Edwin Chadwick, only one-tenth of the houses in Manchester had water closets.
