It sought to increase the severity of punishment in line with the prevailing views concerning the supposed laxity of the Assignment system. Witnesses included Elizabeth Fry, John Stephen, Lt-Col Gillman, Allan Cunningham, James Busby, and a discharged convict refered to as "A.B.". Prliamentary papers of this period are rare.
