The Select Committee paid particular attention to London, Dublin, Glasgow, Liverpool, Manchester, Leeds, Bradford, Hull, Birmingham and Coventry. Evidence was heard from medical practitioners and civic officials on the stateof health, living conditions and sanitary facilities of each of these cities. The evidence of Dr Southwood Smith, the noted sanitary reformer, is especially interesting. He told the committee that London's poor were too physically weak to agitate for improved conditions.
