The committees remit was to investigate the condition and position of canals and internal navigation. The committee discovered that there was a place for canals in the carriage of goods despite the business transacted by rail. On some occasions, it had been found that transport by water was as cheap and quick as by rail. Some cargo lent itself to carriage by water as the damage to these goods was minimal.
