The committee was required to ascertain if duties wewre a help or hinderance to British and colonial manufacturers. The conclusions were quite clear - Economic success was relataed to "the spontaneous advantages associated with labour and capital in a particular locality" and therefore Britain's natural advantages should not be cramped by protectionism.
