This was compared to industrial schools and reformatories where boys received much more in the way of physical training with better disciplinary results. The older the child grew the less they received in way of physical training. At University level, the lack of physical training "gives rise to serious regret". Hindering progress, despite the Education Act of 1901, was "the utter lack of system and want of qualified teachers".
