116pp. Folio. Rebound in card covers. Parliamentary Paper Palmer was the instigator of the British system of mail coaches - the begining of British Post Office reforms. His trial of a mailcoach between Bristol and London in 1784 reduced the duration from 38 hours by thee existing horseback mail carriers system to just 16 hours. The following year some 14 cities had mailcoach services to London. Palmer was rewarded by being made Surveyor and Comptroller General of the Post Office and received a share of revenue. Palmer was subordinate to the Postmaster General which proved a source of friction. This, and disputes over his share of the revenue led to his dismissal in 1792. A very clean copy.
