Following instances of corruption in Government departments printing & stationery procurement, the 1822 Select Committee on Printing and Stationery recommended that HMSO become sole supplier and that a review of the Stationery Office establishment be undertaken by Alexander Young Spearman. Spearmans report covers corruption by HMSO managers, binding, printing, supply of paper, parchment &vellum, small stores (lists articles to be supllied by S.O.) , establishment (21 employees).
