The opening extract from a letter from Lord Amherst (Governor-General of India) begins: "Your Honourable Committee is aware that for some years past the Burmese have gradually been encroaching on the South Eastern frontier of Chittagong and advancing pretensions to the jungles frequented by our elephant hunters, though unquestionably situated within the established British boundaries." The paper covers the period from November 1823 to February 1824, with contributions from E Lee Warner (magistrate at Chittagong), the Darogah of Tek Naaf, Mungdoo Uchurung, Capt Baker (off Cox's Bazaar), the Rajah of Arracan, Lt Col Shapland, D Scott (Agent tot he Governor-General), T C Robertson (Officiating Magistrate at Chittagong), Mr Chew (commanding the EICo's brig "Sophia"), Capt Trueman (commanding at Tek Naaf), W I Turquand (Officiating Magistrate at Sylhet), Capt Johnston, Capt Bowe, Capt Davidson (Assistant to the Agent on the N E Frontier).
