About the Author:

Barbara J. Cohn Berman, VP of the Fund for the City of New York and its sister organization, the National Center for Civic Innovation, directs their Center on Government Performance, designing and reporting on original research, bringing the public's perspective to government performance measurement and reporting, and capturing the interest of places across the nation and beyond. She also heads the Trailblazer Program, encouraging 70 governments in the U.S. and Canada to communicate with the public in new, non-confrontational ways. In NYC government, she served as Deputy Housing Commissioner for Rent Control and Deputy City Personnel Director for Personnel Development. She serves on advisory commissions, task forces and nonprofit boards, writes and speaks about the Center's work and has taught graduate courses in public policy and administration. She was a Loeb Fellow at Harvard University.
