And while we and our CIA counterparts continue to identify, continue to arrest, continue to deport, and continue to otherwise address operatives and sympathizers around the world, there are still loose and dangerous alliances remaining around the globe. And we must take the long view and be prepared to mobilize whatever level of resources circumstances dictate. The restruc-turing I have proposed is critical to sustaining those efforts. Now, let me briefly address the changes in the Attorney General guidelines. I know you mentioned that, Mr. Chairman, and I know they are a subject of interest to many of you. The changes are de-signed to increase the ability of our field agents to gather the intel-ligence we need to prevent terrorist attacks. To that end, they re-duce some of the bureaucratic hurdles requiring Headquarters ap-proval for certain steps, and in the provision that has gotten a great deal of attention, they permit FBI agents to go to public places where anyone else except FBI agents, including State and local police and non - Justice Department law enforcement agents, were always free to go. Remember, though, that they may do so solely for the purpose of detecting and preventing terrorist activities, and there are strict limits on recordkeeping in such instances. Now, information obtained from such visits may be retained un-less it relates to potential criminal or terrorist activity, and I must say and emphasize, as an institution we are and must be and con-tinue to be deeply committed to the protection of individuals con-stitut. . . Shelf-wear to the spine near the tail band where the call number has been rubbed away. Several other minor shelf-wear scuffs to the boards. Library stamp and owner signature to the title page. Chip at the bottom margin of the frontispiece page, about one inch by a quarter inch near the fore-edge, does not affect the plate. Moderate foxing to a minority of the pages, particularly near the front and rear of the text pages. Discoloration, aging to edges of text block. Text of pages age-toned with the noted foxing, and occasional offsetting (as to rear end paper facing last text page) but generally free of marginalia or underlining. 492pp. Rockville.
