182pp. Folio Blue paper wrappers. British Parliamentary Paper. HC163. The loss of life aboard emigrant ships due to both disease and shipwreck led to the establishment of this committee. Its function was to discover and apportion liability and to prevent re-occurrence of such disasters. The committee found evidence of real danger to emigrants and that none of the recommendations of a previous committee had been put into practice by ship-owners. The committee reported that several ships had left port with passengers suffering from cholera with disastrous results. Overcrowding, understaffing of ships, absence of any lifeboats & deplorable sanitary conditions were revealed.
