A tight, attractive first edition of this biography of the U.S. Army lawyer and Judge Advocate General (1859-1932) best known for administering the Selective Service Act of 1917 which drafted tens of thousands of Americans into World War One service.This copy bears a fine, bold signature and inscription from the author in black ink on the front flyleaf: "To Curtis W. Tarr -- / With appreciation and / all best wishes -- / David A. Lockmiller / Jan. 17, 1972." An appropriate association copy, for Tarr (1924-2013) was a WW2 Army veteran, academic and university president who became director of the Selective Service System in 1969 and reformed the draft, which had been accused of not being random enough.
