A highly important report on a subject of abiding interest. The report notes that a moderate amount of Indian hemp produces "a pleasant kind of intoxication.during which languor dejection or fatigue is banished.there is a tendency to boisterous mirth, the appetitie is increased and there may be some aphrodisiac excitement." The parliamentary question which occasioned this report was inspired by a report in the "Allahabad Pioneer" newspaper expressing alarm at the fact that ganja was being grown, sold, and taxed in much the same way as opium although it (ganja) was considered to be considerably more harmful. Kerr's 60 page account is one of the first and best accounts of the history of the drug, its cultivation, varieties, effects, etc. Although there is clear evidence of studying and recording the effects of the use of the drug the emphasis is on trade, revenue and tax implications rather than on any control or restriction of its use.
