Octavo. Original plum sand-grained cloth, title gilt to the upper board, matching surface paper endpapers. Spine sunned, just a little rubbed overall, but a very good copy. Half-title, title, and 33 leaves, text rectos only. First and only edition, designated "Not for Sale" on the title page. Cumming had a lengthy career in the ICS, becoming Assistant Collector and Magistrate, Bengal in 1890, Settlement Officer, 1894, Joint Collector and Deputy Magistrate, 1896-1900, in 1900 becoming Collector. From 1909-11 he was Secretary of the Government of Bengal, Judicial and General Department, in 1913 becoming Chief Secretary, 1915-20 Member of the Bengal Executive Council, after which he retired from the service. Back in Britain he was Vice-Chairman of the School of Oriental Studies for twenty years to 1946. He died in 1958. Here he offers a reading list "prepared primarily" for the Police Training Colleges in Bengal and Bihar, noting that "In some respects crime in India with its hereditary criminal tribes has more elements of interest or even fascination, than in some of the Western countries".
