In addition, we can point out that despite various dysfunctions, the project benefits from an efficient institutional set-up and an adherent approach in the strategic choices that are fully justified by the donors. This institutional set-up places the execution of the PDSG exclusively in the hands of the stakeholders from the grassroots to the central level, which has been able to develop a network of functional relationships with all the actors in the implementation of activities in general.
