I've been doing research on the PBIS and immigration cap for almost three years now and I can only say that I wish a book like Elena Tsirlina's had been available at the time. She condenses years of policies, rules and changes in a comprehensible, easy to navigate book, complete with the evolution of the various routes. Thanks to Elena's work one no longer feels as if immigration law was an unnavigable maze.
