We are to cite briefly conditions In the several States as covered by the membership of this committee, and beg your Interested attention to the consideration of the progress made and the crying need for further agitation and activity along these lines. Arizona and Arkansas represent ideal conditions. Colorado. California, Massachusetts, Minnesota, Michigan, Montana, Nebraska, New York, Ohio. Oklahoma, Texas, Washington, and Wisconsin, with harder problems to work out, have attained the best conditions possible by good legislation and strict enforcement of law.
