Malthus' predictions were not fulfilled and his theories were exploded. All checks were detrimental to health, and in nine cases out of ten were resorted to for purposes of unbridled sensuality and lust.

No vote would be taken, the sole object of the discussion being the elucidation of the truth.

Mr. Hills took as his keynote that perfect chastity, save for the purposes of procreation, was incumbent on all. He said emphatically that people had no right to have more children than they could support. The ideal of perfect purity was not ascetic celibacy, but perfect love on the physical, mental, psychical, and spiritual planes; and he would assert that this entire purity was not only possible but easy. The methods recommended by Bradlaugh and Besant, and others, had led to terrible immorality - a remark which evoked a roar of remonstrance and hisses. On the ground that our bodies were the temples of the Holy Ghost, he urged that men should aim at the ideal of pure and consecrated lives.

Dr. T. Allinson said Mr. Hills had conceded so much that it was difficult to reply to him. They agreed that men should not have more children than they could support, but differed as to the mode of restriction.
