French archives, displaying minute and exhaustive care in the work of preparation, all militate against such a belief. Opposed to such aweight of evidence the views of Mettemich, of Miot de Melito, and of such writers as the mysterious 'ami of the Comte d'antraigues - a British spy at Dresden, whose letter is published by Captain Desbriére - cannot have much weight. It was the manifest interest of Napoleon, when his projects had failed, to represent that they had never been intended to succeed. The nature of the preparations, however, the greatness of their scale, the labour which they involved, the character of Napoleon, the circumstances in which he was placed as the incarnation of the idea of an invasion of England, all seem to confirm the opinion that he believed he should achieve his purpose. It is not necessary to think that at all times he attached the first importance to it, but he must have realised that, in any case, and whatever happened with his special projects, this flotilla of transports must be used for the conveyance of the army which was to dictate terms of peace at the British capital.
