Within two years the municipalities of all towns in Great Britain with populations of twenty thousand and over will be required by law to prepare "town-plans." Hitherto, as is well known, there has been a minimum or entire absence of planning, and the result is the unpleasing, inconvenient, and unhealthy agglomerations of buildings which we call towns and cities to-day. In the future that state of things is not to be repeated, and municipal authorities, which have had the power for a dozen years to plan their towns without availing themselves of it to any extent, are to be compelled to make plans.
