Excerpt: ... be selected and acquired, and the structures thereon erected and equipped, by the board of trustees of such school, with the advise and assistance of the Btate architect, the commissioner of agriculture and the commissioner of education together acting as a board. Of the amount thus appropriated, ten thousand dollars shall be available on October first, nineteen hundred and twelve, and the remaining forty thousand dollars on October first, nineteen hundred and thirteen. Such moneys shall be paid by the treasurer on the warrant of the comptroller, upon vouchers audited and approved by the board of trustees and by at least two members of such board of three state officials; but no payment shall be made on account of any land acquired unless the voucher therefor Bhall be accompanied with a certificate of the attorneygeneral approving the title and form of conveyance.
