9780786408559: Vote Yes for Libraries: A Guide to Winning Ballot Measure Campaigns for Library Funding

More than ever, libraries must seek taxpayer dollars to expand or even maintain their services. Even in the best financial times, persuading voters to back new taxes for libraries is difficult. It's best to get professional help, since the grassroots approach, on a shoestring budget, is increasingly unlikely to work. Written for library directors, staff, board members and Friends who want to know how to achieve victory with a ballot measure, this guide covers the entire process--from beginning steps, organization and fundraising to knowing and challenging the opposition. Advice is offered even on what to do if the campaign fails. This book will provide familiarity with both political concepts, like bonds and swing voters, and jargon, such as ELAW (Everybody loves a winner) and WIFM (What's in it for me?) and it's full of easy-to-follow advice and examples from actual campaigns. Learning politics and going into action can be fun--as well as beneficial to the library and the community. A list of sources provides further assistance.

About the Author:

Anne M. Turner, director of the Santa Cruz City-County Library System, lives in San Francisco, California.

From Library Journal:

Vote Yes for Libaries is aimed at public library directors, staff, board members, and Friends who want to know how to win a ballot measure election. It is difficult to persuade people to vote for an increase in taxes, even in the best of economic times, and Turner (director, Santa Cruz City County Library System, CA; author of Getting Political: An Action Guide for Librarians and Library Supporters, Professional Media, LJ 4/15/97; and author of LJ's annual article on referenda) draws on her own experience with balloting issues in her library to show how to make the political process work for your situation. She devotes the first part of her book to precampaign activities such as getting the library measure on the ballot, forming a campaign committee, writing ballot language and arguments, developing a budget, using volunteers, and hiring a campaign manager. Once those are in place, Turner then takes you through the campaign itself and how to handle phone banks, the media, and opposition and concludes with a very important chapter on what to do if you lose. Don't want to hire a campaign manager because you think you can do it yourself and save some money? You are setting yourself up to lose. You think you can get your vote passed on a shoestring budget? Think again, as Turner explains the ins and outs of having adequate funds for getting a ballot measure passed. Her thorough guide covers every aspect of a budget vote. Libraries undertaking a ballot measure should purchase this book and make it required reading for the director, board members, and other vital members of the committee.AMarie Bruni, Huntington Memorial Lib., Oneonta, NY
