Charles Normand is Edward Kennedy Professor of Health Policy and Management at the University of Dublin, Trinity College, Ireland.
Samantha Smith is a Post-Doctoral Research Fellow in the Health Research and Information Division. She has a PhD in Economics from Trinity College, Dublin.
