WERNER J. FELD is UNO Distinguished Professor Emeritus of Political Science at the University of New Orleans. He was Fulbright Lecturer at the College of Europe in Belgium, where he held the George C. Marshall Chair. In 1977 he was Visiting Professor at the Free University of Berlin ROBERT S. JORDAN is Professor of Political Science and former Dean of the Graduate School at the University of New Orleans.
