Excerpt from Public Characters of All Nations, Vol. 2 of 3: Consisting of Biographical Accounts of Nearly Three Thousand Eminent Contemporaries, Alphabetically Arranged

Is a native of Ireland, and son of the lord chief baron of the Exchc uerinthat kingdom. He was bornin1740,edn entad at rinity college,dublin, and called to the bar in 1766. He soon after obtained a seat in the Irish parlia ment, for the county of Louth, which county he has repre sented ever since. As a public character he has distin guished himself by introducing a new system of Com Laws, and b a close attention to the linen manufacture of Ireland. N 1780 he was appointed chancellor of the Exchequer of Ireland, but resigned that place on being elected speaker of the House of Commons, a post in which he continued until the Union, and for the loss of which he has a pension, although he strenuously opposed that measure. In 1804 be was again invested with the ofice of Chancellor of the Eache uer of Ireland, which he held with a short intermission, uring Mr. Fox's admi nistration, until the two Exchequers were consolidated. In 1784 he married Margaretta, daughter of Thomas Burgh, esq. Of the county of Kildare. In 1790 she was created Baroness Oriel; and, in 1797, Viscountess Ferrara; by this lady he has a son, who will inherit her titles. Mr. Foster has published two speeches; one, in 1793, on allowing the elective franchise to the Catholics, and the other in 1799, on the qu'estion of the Union. His Majesty was last year pleased to elevate Mr. F. To the British peerage by the title of Baron Oriel.
