Biografía del autor:
Michael Tonry is director of the Institute on Crime and Public Policy and the Bennett Chair in Law and Public Policy at the University of Minnesota. He is also a senior fellow at the Netherlands Institute for the Study of Crime and Law Enforcement. Tapio Lappi-Seppala is the director general of the National Research Institute for Legal Policy in Helsinki.
