Nor is there any want of capital there; and, if the advantages of the situation were once fully known, more would flow into it. As for markets, Glasgow no doubt possesses advantages over it at present; but this will be felt chiefly by the works first erected; when once established to a large extent, they would create a market for themselves, probably not inferior to that of Glasgow. But in this respect, even beginners will not be in a worse situation than similar works situated in the country; on the contrary fern of these are so near Glasgow, and none of them have the same facility of conveyance. But the most formidable objection generally made to the establishing of a manufacture new to any place, is, Unit the population being strangers to it, much ditli-culty and loss of time must be experienced in teaching them.--This is csrtainly true, and must be felt to a considerable extent by the works first erected; but those who have the power may obviate this, as well as other objections, by the liberality of the terms granted to those who first erect such worhs: and that this is not impracticable has been proved by the successful establishment of manufactories of various kinds over different parts of the country. Although, therefore, it is admitted that Glasgow at present possesses advantages over Greenock, in respect of markets and ready trained hands, yet even these and all other advantages may be more than counterbalanced by the water power of the latter. What, then, should prevent the establishment of public works at Greenock? Nothing but mismanagement on the part of those having the power to carry the scheme into effect;-or want of information generally as to its real...
