India's Family Welfare Program (FWP), now in its fifth decade, has made an important contribution toward improving the health of mothers and children and providing family planning services. Working with India's Ministry of Health and Family Welfare, a World Bank team identified some major constraints that have affected the FWP during the past two decades. This report recommends ways of overcoming those constraints by reorienting the FWP toward an approach that emphasizes reproductive and child health. Chapters focus on the background of the program, essential reproductive and child health services, the roles of the public and private sectors, and financing for the program.
