This item is printed on demand - it takes 3-4 days longer - Neuware -Concern with the class of problems investigated in this monograph began for me as a graduate student at MIT (1958-62) when serving as research assistant to Professor Eric Reissner who initiated me into the subject and whose influence - whether directly or dialectically - is probably discernable in the contours of the work. My fIrst attempt at a systematic derivation of the equations of shell theory was made while on a summer assistantship with Professor Norman Levinson in 1960. Beyond gaining a sobering reali zation of the complexities involved, I made little progress at that time. In 1962-64 while a Temporary Member at the Courant Institute of Mathematical Sciences (NYU) I made a fresh start, while benefIting from my association and discus sions with Professor Fritz John. With the conviction that the full integration of the equations with respect to the thickness coordinate, by means of the Legendre repre sentations, must lead to a clarifIcation of the position of the two-dimensional theory in its three-dimensional context, the necessary computations were completed during that period. Several years passed while I became reconciled with the thought that the material needed to be organized as a monograph. However until quite recently it received much less attention than the cone of excessive functions. The fact that an excessive function can be composed with the underlying Markov process to give a supermartingale, subject to secondary finiteness hypotheses, is crucial in the study of excessive func tions. The lack of an analogous construct for excessive mea sures seemed to make them much less tractable to a proba bilistic analysis. This point of view changed radically with the appearance of the pioneering paper by Fitzsimmons and Maisonneuve [FM86] who showed that a certain stationary process associated with an excessive measure could be used to study excessive measures probabilistically. These station ary processes or measures had been constructed by Kuznetsov [Ku74] extending earlier work of Dynkin. It is now common to call them Kuznetsov measures. Following the Fitzsimmons Maisonneuve paper there was renewed interest and remarkable progress in the study of excessive measures. The purpose of this monograph is to organize under one cover and prove under standard hypotheses many of these recent results in the theory of excessive measures. It was a truly revolutionary step, because it required the abandonment of many old concepts and pre judices and the creation of new concepts and a new language called quantum mechanics, in order to understand and describe what happens within and between the atoms. A new subtle reality was discovered to exist in this realm, on which the ordinary reality of our daily life is based. The new insights were achieved not by any single individual, but by a small group from different nations, with Niels Bohr in Copenhagen as the most powerful leader . Most of these people were very young, in their twenties, whereas Bohr was in his forties at that time. It was a little group of enthu siastic young spirits, well aware of being at the front line of knowledge, of shedding light on a previously murky and contradictory situation. Never before have so few con tributed so much insight into the workings of nature in such a short time. One of the young men in this group was Werner Heisenberg. In August, 1995, the Fifth Workshop on Representation Theory of Lie Groups and its Applications took place at the Universidad Nacional de Cordoba in Argentina. Organized by Joseph Wolf, Nolan Wallach, Roberto Miatello, Juan Tirao, and Jorge Vargas, the workshop offered expository courses on current research, and individual lectures on more specialized topics. The present vol ume reflects the dual character of the workshop. Many of the articles will be accessible to graduate students and others entering the field. Here is a rough outline of the mathematical content. (The editors beg the indulgence of the readers for any lapses in this preface in the high standards of historical and mathematical accuracy that were imposed on the authors of the articles. ) Connections between flag varieties and representation theory for real re ductive groups have been studied for almost fifty years, from the work of Gelfand and Naimark on principal series representations to that of Beilinson and Bernstein on localization. The article of Wolf provides a detailed introduc tion to the analytic side of these developments. He describes the construction of standard tempered representations in terms of square-integrable partially harmonic forms (on certain real group orbits on a flag variety), and outlines the ingredients in the Plancherel formula. For fifteen of these years, he served as head of the mathematics department. The conference featured a total of fifty-four talks, including ten in vited lectures by H. Delange, P. Erdos, H. Iwaniec, M. Knopp, M. Mendes France, H. L. Montgomery, C. Pomerance, W. Schmidt, H. Stark, and R. C. Vaughan. The papers in this volume represent only a portion of the many talks given at the conference. The principal speakers were Professors E. Bombieri, P. X. Gallagher, D. Goldfeld, S. Graham, R. Greenberg, H. Halberstam, C. Hooley, H. Iwaniec, D. J. Lewis, D. W. Masser, H. L. Montgomery, A. Selberg, and R. C. Vaughan. Of these, Professors Bombieri, Goldfeld, Masser, and Vaughan gave three lectures each, while Professor Hooley gave two. Special sessions were also held and most participants gave talks of at least twenty minutes each. Prof. P. Sarnak was unable to attend but a paper based on his intended talk is included in this volume. We take this opportunity to thank all participants for their (enthusiastic) support for the conference. Judging from the response, it was deemed a success. As for this volume, I take responsibility for any typographical errors that may occur in the final print. The basic mathematical methods which are used and developed are those of the theory of weak con vergence. The techniques are quite powerful for getting weak convergence or functional limit theorems for broad classes of problems and many of the techniques are new. The original need for some of the techniques which are developed here arose in connection with our study of the particular applica tions in this book, and related problems of approximation in control theory, but it will be clear that they have numerous applications elsewhere in weak convergence and process approximation theory. The book is a continuation of the author's long term interest in problems of the approximation of stochastic processes and its applications to problems arising in control and communication theory and related areas. In fact, the techniques used here can be fruitfully applied to many other areas. The basic random processes of interest can be described by solutions to either (multiple time scale) Ito differential equations driven by wide band or state dependent wide band noise or which are singularly perturbed. During the 1930s, in the work of such mathemati cians as Alonzo Church, Stephen Kleene, Barkley Rosser and Alfred Tarski, Godel's idea evolved into the concept of a recursive function. Church pro posed the thesis, generally accepted today, that an effective algorithm is the same thing as a procedure whose output is a recursive function of the input (suitably coded as an integer). With these concepts, it became possible to prove that many familiar theories are undecidable (or non-recursive)-i. e. , that there does not exist an effective algorithm (recursive function) which would allow one to determine which sentences belong to the theory. It was clear from the beginning that any theory with a rich enough mathematical content must be undecidable. On the other hand, some theories with a substantial content are decidable. Examples of such decidabLe theories are the theory of Boolean algebras (Tarski [1949]), the theory of Abelian groups (Szmiele~ [1955]), and the theories of elementary arithmetic and geometry (Tarski [1951]' but Tarski discovered these results around 1930). This collection contains all the published papers, with the exception of some short announcements that Whimey did not wish to be included. Whimey intended to write an introduction to this collection. Unfortunately he left us no manuscript at the time of his death, May 10, 1989. We had discussed the possibility of using his paper 'Moscow 1935 - Topology moving toward America,' written for the Centennial of the American Mathematical Society, as part of his introduction to this collection, an idea which he much liked. We therefore include this paper. which contains personal information as well as mathematical reflections. as Whimey's own introduction to these volumes. Whimey's mathematical style, like his personal style. was that of an explorer and pioneer. Ooe of the pictures included in these volumes shows him as a mountain climber. In mathematics. he preferred to work on undeveloped areas: break new ground and build foundations.
