The commissioners had two lines of enquiry,: the serious overcrowding problem, especially in London and the ineffectiveness of existing housing legislation. The witnesses included medical men, clergymen, local administrators, managers of model dwellings and building societies, and prominent personalities such as Joseph Chamberlain, Lord Shaftesbury and Octavia Hill. Evidence suggested that in some areas there had been a substantial increase in overcrowding in the 1880s. According to Edwin Chadwick, only one-tenth of the houses in Manchester had water closets. Further evidence indicated that half of the working-class families were still living in single rooms. A very clean copy. N° de ref. de la librería 164905
