American foreign policy from 1775 to 1889; to trace the growth in that period of the basic guidelines - isolationism, neutrality, and the Mon roe Doctrine; to note the interplay of ideals and self-interest in external affairs; and to analyze the constitutional conflict between the executive and legislative branches for control of foreign policy. By concentrating on those topics, I have found it possible to move quickly through the first century of independence and still extract the lessons it has to teach.
